With a small budget, director Cheng Kei-Ying developed this film in the direction of a Category 3 film with a crime action genre, which was very popular at that time. The film begins with a boat full of smugglers being machine-gunned by a group of bad guys, led by the villain Yuen Wan Tai. A group of refugees living in HK vow to take revenge on Yuen, who had caused harm to each of them. The film was released in Taiwan under the title “Sad Story of Saigon” but the box office was not high and before its release in Hong Kong, some scenes were cut. Instead, some “hard” sex scenes by Hong Kong standards were filmed and inserted into the film.

Obviously, Rape in public sea is a pretty standard Category 3 film. It has all the aspects you would expect: lots of sex and violence and even more sex and violence. The plot is also pretty simple and easy to follow, without many surprises. The action scenes, aside from the occasional sex scene, are the best this movie has to offer, with some nice gunfights and kung fu scenes. The actors are average, the directing is okay, and there’s really nothing special about this one.
